破壞市場大陸組團社 擬禁接團

（中央社記者汪淑芬台北2014年7月31日電）交通部觀光局說，兩岸近期會再就維護兩岸旅遊市場秩序開會，研議未來破壞市場的大陸組團社，禁止台灣接待業者接團。

大陸出境旅遊不分目的地普遍存在組、接團社以零、負團費、人頭費、購物一條龍等操作手法。

觀光局副局長張錫聰說，全世界對陸客團規範最嚴格的就是台灣，大陸也很關心陸客在台灣旅遊品質，兩岸對維護旅遊市場秩序都有共識，近期還會再開會。

張錫聰表示，觀光局除持續在大陸觀光團旅遊重點地區執行品質及安全稽查，對違反擅加購物行程、限制購物商店總數、購物商店停留時間或有強迫旅客進入或留置購物商店等規定，停止其辦理大陸觀光團業務1個月至1年，遏止旅行業者投機行為。

張錫聰說，目前正研議將查獲破壞兩岸旅遊秩序的大陸組團社，函請台灣各接待業者停止接團，並請內政部入出國及移民署列為不可送團的名單。

張錫聰認為，大陸民眾出國旅遊的方式會隨時間改變，但在兩岸旅遊上，希望透過積極手段，加速陸客來台旅遊轉型，包括推動優質行程、擴大推動自由行客製化旅遊產品等。
