中俄天然氣簽約 價格…沒透露

延宕十多年的中俄天然氣供應協議，昨出現轉機，中新網報導，在中俄兩國領導人親自關心和推動下，昨商定並簽署四千億美元協議，將自二○一八年起逐年增加天然氣供應量，最終達每年三百八十億立方公尺、時間卅年。

據了解，這份天然氣供應協議總價值高達四千億美元（約台幣十二兆元），過去因俄方強調價格需與原油掛勾，且每立方公尺價格高於售歐價，導致談判延宕十多年之久；但報導稱，天然氣價格屬商業機密，不會披露。

報導指出，大陸國家主席習近平和俄羅斯總統普亭廿一日在上海，共同見證中俄兩國政府「中俄東線天然氣合作項目備忘錄」、中國石油天然氣集團公司和俄羅斯天然氣工業股份公司「中俄東線供氣購銷合同」的簽署。外界原本認為雙方廿日就會簽署，卻拖延了一天，紐約時報和華爾街日報因此一度報導協議談判失敗。

俄國國營天然氣公司（Gazprom）執行長米勒證實，中俄雙方代表在上海挑燈夜戰，談到廿一日清晨四時才確定「所有的主要問題已經解決」。他說：「這是Gazprom敲定的歷來最大合同。」
