網路批發商沒給貨也不退錢

3月24日我跟網路批發商訂了衣服
錢也很快當天就匯給了她

貨遲遲沒有來,
我等了一個月,她叫我換貨比較快,
但她的商品我已看過又看,就是沒有喜歡的!

我就希望他退我錢 $.1200
不過她怎樣都不肯退
還說有打"公告"
說沒有退款服務

請問這樣我到底該怎麼處理?

她所謂的公告,到底有沒有法律效力?

或不給是事實,錢不退也是事實
我到底該怎麼辦><
