紐約時報報導，俄國總統府31日宣布，俄國總統普亭已簽署一項命令，把新近併入俄國版圖的克里米亞地區民眾的退休金調高近一倍，使其接近俄國的平均水準，且為醫師、教師等公務人員加薪。此外，針對克里米亞，俄國官員還宣布多項投資及減稅的新計畫。
