服貿尚未生效 陸資銀行已參股？

民進黨立委鄭麗君昨天質詢指出，去年四月一日兩岸「金銀三會」（台灣金管會與大陸銀監會）宣布，將陸資銀行對台資銀行的參股上限調高到二成，永豐金控隔天就宣布和大陸中國工商銀行達成共識，由工商銀行取得永豐金兩成股權。她說，台北市長參選人連勝文是永豐金法人董事，她質疑政府談判過程「讓兩岸權貴穿梭其中」，讓利益人士事先得知訊息、涉及套利。

金管會主委曾銘宗說，金銀三會尊重立法院決議，把金融業納入兩岸服務貿易協議，如今服貿協議尚未生效，而永豐銀的大陸參股「只是宣布而已，還沒執行」。

行政院長江宜樺表示：「兩岸協商並非都是權貴」，他承諾政院將深入了解，也願意提供服貿協議官方參與談判代表，但過去立委要求包括參與諮詢的名單，已經超過政院權責。
