OBU／大戶過水投資 金管會盯上

國際金融業務分行（OBU）業務大鬆綁，近來傳出有銀行慫恿境內客戶到境外設立紙上公司再到OBU開戶，投資在境內尚未開放的金融商品，引來金融同業抱怨，金管會將發函要求銀行及證券商落實KYC（認識客戶），以免衍生投資糾紛。

金管會最近接獲金融同業抱怨，在國內還不能開賣的RQFII基金，現在已經搶先在OBU開賣，國內投信業者的商機慢了一步不說，且依規定OBU只能賣給境外客戶，但卻聽說有銀行慫恿境內客戶繞道到境外設紙上公司，再以境外客戶身分到OBU開戶。

如此一來，連境內大戶客戶也都跑去投資，等到服貿協議通過，國內投信業者也可以在國內銷售RQFII基金的時候，生意早就被拉光了。

業者表示，金管會大幅開放OBU及剛上路的國際證券業務分公司（OSU）業務，政策用意是希望將在香港、新加坡投資的境外資金，拉回台灣，而不是要鼓勵境內的客戶到國外去開戶變身境外投資者。

金管會官員表示，未來會發函要求銀行及證券商銷售金融商品時，要注意落實KYC，以免衍生投資糾紛。

必要時，未來也會考慮列入金檢重點。
