金管會：再不過 兩岸三會談判成果成泡影

立法院今天將審查「海峽兩岸服務貿易協議」，金管會呼籲，趕快讓服貿過關，若是不過，去年兩岸三會爭取的談判成果，將成為泡影；產、壽險公會也發表聯合聲明指出，立法院延宕服貿審查進度，將讓台灣保險業喪失進入大陸市場商機。

金管會去年分別與大陸證監會、銀監會及保監會，舉行「金證會、金銀會與金保會」，主要成果包括：台灣證券業可取得九張大陸券商全牌照、一千億人民幣ＲＱＦＩＩ（人民幣合格境外機構投資者）額度，台灣銀行業可登陸福建設同省異地支行等；但這些談判成果卻因立法院卡住服貿，無法落實。

壽險公會理事長許舒博說，大陸一向是台灣保險業對外發展首選，目前雖已有產、壽險公司以合資或參股方式在大陸設立營業據點，但投資問題叢生，這些問題端賴服貿協議通過，兩岸主管機關才能在制度化的基礎上進行後續的市場准入溝通與協商。他說，台灣金融業沒有其他退路，服貿協議不過關，不利保險業永續發展。
