第一金旗下的一銀，海外布局計劃不停歇，一銀總經理周伯蕉表示，考量菲律賓投資環境逐漸改善，目前已將菲國納入海外布局優先考量，至於印尼、泰國，因申設成本過高，還在評估中。

周伯蕉表示，雖然印尼、泰國歡迎外資銀行進入，但設限的條件卻也頗多，例如，印尼政府希望外資銀行以併購的方式，直接成立子行；或是以參股的方式進入，但也規定持股不得超過四成，不符策略性投資計畫。

另外，根據規定，要在泰國、馬來西亞當地成立子行，資本額分別要新台幣200億元、300億元，基於成本考量，目前仍在評估階段，但仍會積極尋找合適標的。
