政策卡關 阿里騰訊網銀短期難成立

中國大陸備受外界關注的網路銀行，目前並未通過監管層的認可，這意味阿里巴巴和騰訊一直渴望籌建的網路銀行，仍面臨巨大的政策阻礙，短期內無法正式成立。

新華社報導，據悉，在籌建網路銀行問題上，監管層並非反對，而是鑒於目前大陸國內缺少相關網路銀行的實際運營和風險防控經驗，態度謹慎。

知情人士表示，所謂網路銀行，並非目前已有的銀行網上業務，而是純粹借助互聯網建立的銀行，與傳統銀行相比，網路銀行的最大區別是沒有實體網點，沒有總分支組織機構。

目前大陸銀行業相關政策要求，銀行必須建立實體網點，使用者則需要到銀行的實體網點進行面簽。這意味如果監管層要放行阿里和騰訊的網路銀行，就需要率先修改相關政策，這除了需要監管層和銀行業進一步討論風險防控等問題外，還要進行相關的法律和行政程序。
