俄車隊越界 烏總統：違國際法

烏克蘭總統波洛申科（Petro Poroshenko）今天表示，俄羅斯賑濟車隊在未獲允許情況下進入烏克蘭是違反國際法，並呼籲莫斯科讓情勢返回國際法的基礎。

波洛申科在總統官網表示，超過百輛俄羅斯賑濟車隊在未接受烏克蘭海關或邊界衛兵檢查，也沒有國際紅十字會官員伴行下越界進入烏克蘭。

他表示：「這是公然違反國際法。」

烏克蘭安全局（SBU）局長納里法欽科（Valentyn Nalivaychenko）表示，這無異於俄羅斯的「直接侵略」。

納里法欽科稍早表示，烏克蘭不會攻擊越過邊界進入烏克蘭的俄羅斯賑濟車隊，並希望避免「挑釁」。

烏克蘭表示，賑濟車隊的安危將由俄羅斯承擔責任。

國際紅十字會今天表示，由於沒有獲得「足夠的安全保證」，國際紅十字會代表沒有護送越界進入烏克蘭的俄羅斯賑濟車隊。

俄羅斯今天表示，對於等候烏克蘭當局批准已感厭倦，因此決定將引起爭議的賑濟車隊朝盧甘斯克行駛。
