車禍後 肇事者完全"不聞不問"

家中親人發生車禍,對方開車撞飛騎機車的親人飛出撞地,
機車已撞爛,還好親人平常選購安全帽等級是比較好的
對方除了猛拍照,當下完全沒道歉,還覺得是我方的錯,
筆錄完成後送交裁決所,
最後裁定出來是對方全部的錯,

對方目前只有保險公司跟我們聯絡後,其他至今完全沒有來電關心傷勢道歉..等等,"完全不聞不問"

雖然親人四肢都是不嚴重擦傷,但因為傷比較重的是頸部手臂拉傷,
車禍發生後然有去看醫生,醫生說拉傷不是外傷,也不知該如何開要
車禍一個半月了至今仍是疼痛像這樣子的狀況,除了保險醫療單據賠償,這種精神上的痛可否申請精神賠償
請問是不是對方保險公司賠償以後,其他難道真的都肇事者不關對方的問題了嗎???
