他加他的，你看你的，不用付費也沒關係。
(除非你已經啟動並同意中華電信小額付費系統)

否則應該他無法強制你付費的，就算他寄來帳單也不用理他。

一般網路消費都是先付費才能享受服務，必須透過信用卡、第三方支付(支付寶、yahoo等第三方金流公司)、預儲現金、小額付費同意申請等，才能完成付費。

只要你沒有同意中華電信代付小額付費申請以及以上提到的付款方式，基本上是不需要付費的。

該怎麼處理~~~~~不理它就好了。
