環保掛帥 台塑：被迫赴外投資

台塑董事長李志村昨（13）日在股東會中表示，環保長期凌駕在產業發展之上，造成麥寮六輕擴建無法進行，無可奈何下，台塑所有擴建被迫遠走海外。

台塑海外擴建，包括大陸寧波二期擴建，總投資額7.2億美元，項目有聚氯乙烯（PVC）乳化粉、丙烯酸（AA）、丙烯酸酯（AE）、高吸水性樹脂（SAP）、乙烯醋酸乙烯酯（EVA），以及大陸福建省福欣不鏽鋼廠、越南河靜鋼廠、美國烯烴三廠等。

台塑昨天股東會後召開董事會，通過分別貸給南亞、台化、台塑化第3季營運資金75億元；另貸給南科、台朔重工第3季營運資金76億元與75億元。

李志村表示，大陸寧波二期擴建，將於7月陸續投產；福欣不鏽鋼廠7、8月可將產能提至全量；台塑美國公司烯烴三廠是以頁岩氣當進料，乙烯年產能120萬公噸，丙烷脫氫廠丙烯年產能60萬公噸，另還搭配年產40萬公噸的高密度聚乙烯廠。

李志村指出，台塑持有越南河靜煉鋼廠14%股權，總投資100億美元，興建二座高爐鋼胚的一貫作業鋼廠。
