行政院長江宜樺昨日與學生座談時，針對民進黨提出的核四公投特別條例，江宜樺表示，公投門檻可以討論，例如可考慮改為40％投票權人投票、1/2同意，但不能完全沒有門檻，因為如果只採簡單多數而無投票門檻，不見得可呈現出真正的民意。江宜樺發言遭揣測是否是下修公投門檻的風向球？

政院發言人孫立群上午澄清，政院並沒有主動提案修改公投法之意，江揆僅是舉出各國公投門檻為例，說明公投法不能沒有投票門檻。
