411清空立院 黃昇勇：我下令的

台北市警察局長黃昇勇昨天表示，四一一清空立法院「就是我下令的」；他說，清空任務完成後才向高層長官匯報。

黃昇勇還說，學運期間，毒品、竊盜、搶奪等全般刑案，與去年同期相較增加一千八百餘件。他呼籲應該讓警察回歸治安、交通本業，讓台北市平靜下來。

黃昇勇表示，四月十一日清空立院，「是我一個人所做的決定。」當時正值清晨，他沒辦法向其他高階長官請示，也不是方仰寧向他請示，勤務結束後他才向相關長官報告，「不管誰下的令都是合法。」

黃昇勇表示，分局被圍時，方仰寧在群眾壓力下口頭請辭，但「准不准在我這邊」；當時曾派督察長陳銘政前往協助，卻被外界誤解為代理。
