美伏克爾條款 衝擊15家國銀

【廖珮君╱台北報導】美國實施伏克爾條款（Volcker Rule），將衝擊台灣15家本國銀行。金管會銀行局副局長邱淑貞昨說，這15家國銀在美國設子行和分行，以自有資金，投資約273億台幣（含台灣母行）的美國衍生性商品，須在明年7月1日前處分。

逾自有資本3%即需結清

這是金管會首度公布美國伏克爾條款對國銀的影響。邱淑貞說，據各銀行回報，這些衍生性商品流動性高，可迅速結清，相關影響有限。她並說，依照該條款，若是客戶委託交易、或避險需求，則不需處分，若屬銀行自有資金操作，不得超過自有資本3%，超過部分就需做結清。
美國伏克爾條款是在2013年12月10日頒布，主要是希望在美國的銀行，不要以自有資金做高風險的投機性交易，主要限制有2大部分，一是特定高風險的證券自營交易、衍生性商品自營交易，二是限制銀行投資或資助避險或私募基金。
邱淑貞說，這15家國銀是以金控、銀行來計算，也包括金控旗下的保險子公司。這15家國銀包括第一銀行、華南銀、兆豐銀、中信銀等。
