環團反對示範區環評鬆綁

（中央社記者戴雅真台北2014年4月14日電）環保團體代表和民主進步黨籍立法委員田秋堇今天召開記者會表示，自由經濟示範區特別條例草案鬆綁環評，要求將草案退回行政院再議。

行政院102年核定「自由經濟示範區特別條例草案」，立法院目前審議中。

田秋堇表示，現今國土計畫法未通過，空污、水污總量未訂定，而且灌排分離沒有法制化，在沒有污染總量管制下，鬆綁個案環評無異加速環境污染破壞。

她說，經濟部提出「自由經濟示範區特別條例草案」修法環評，無異是鼓勵更多日月光事件發生，她建議示範區的環評制度修訂不能本末倒置，由經濟部修法。

台灣水資源保育聯盟常務理事吳麗慧表示，示範區特別條例草案「環評大鬆綁」，剝奪環評會權利，且行政院在核定前並沒有召開行政聽證會或公聽會，環團反對經濟部不當修法，要求示範區特別條例草案環評變更應先召開行政聽證會，草案應退回行政院再議。
