中華開發 打造產業保險投資平台

產業發展及基礎建設缺資金？保險業缺投資標的？中華開發以專案架構，連結產業需求與保險資金，協助星河能源今天成立，創國內首例。未來，此新投資平台，也將拓展至基礎建設。

友達光電積極布局太陽能事業，要打造從上游到下游、一條龍的事業體，但缺乏長期資金的支持。在中華開發協助下，友達成功與3家壽險及1家產險公司，共同籌組設立星河能源公司。

中華開發表示，政府在新能源政策中，規劃太陽能發電裝置容量合計應達3100MW，但截至102年底，達成率只有11%，且多數的發電站都屬中小型規模，主因大型發電站投資金額大，且資本駐留的經營期需長達20年，讓一般業者不敢貿然投入。

「長期性資金的投入是發展再生能源的關鍵」，中華開發看到市場需求，成立專案小組，經過近一年與各方協調，針對再生能源的產業特性及保險業相關法令規範，規劃出財務計畫及控股管理機制，並將未來20年的運轉維護風險做有效的控管規範。

中華開發表示，新的投資平台推出後，解決保險公司的疑慮，並獲得大型太陽能發電業者認同，創台灣太陽能發電業者與保險業長線資金結合的首例。
