央行：房市控管「已見成效」

中央銀行總裁彭淮南提供給立法院的業務報告內容指出，央行執行不動產授信風險控管措施「已見成效」，反映在不動產貸款集中度下降外，銀行新承作不動產的貸款成數也見下滑、利率跟著漲。

此談話引起市場矚目，認為央行讓數字說話，表明打炒房的政策效果相當明顯。市場人士則表示，央行是否會擴大打炒房的力度，工業區土地炒作是否已經降溫，是主要關鍵所在，若工業區土地價格持續飆漲，代表央行要求銀行自律成效不彰，有可能祭出明文規範，若已見降溫，央行可能持續現況，不會再加碼演出。

業務報告顯示，央行列管的特定地區房貸及豪宅貸款利率明顯上漲，自管制前的「1」字頭，拉高至「2」字頭，貸款成數也全數滑落。其中，豪宅貸款在央行規範前，貸款成數最高飆至99%，今年8月平均成數降至51.27%，落差甚鉅。

央行統計顯示，今年8月，房貸占總放款比重為26.81%，較2010年6月的27.62%略降。
