販售中古屋有新刷油漆

我想請問甚麼情況下
1.中古屋在賣之前還整間新刷油漆?

我知道老舊中古屋一定都會有瑕疵
所以只能避免大問題
最近看了一間最頂樓公寓
屋子已經重新刷好油漆.一看就知道才剛刷好地上還放著油漆桶
(並非裝潢.只是新刷油漆)這讓我有點害怕是否屋子是有問題要掩蓋(還是自己想太多)

2.然後上頂樓去看.頂樓我們這間有做防漏層.看起來不像是很做非常久的感覺
這樣我們是否該擔心以及注意甚麼

還是說是屋主很有良心我們算賺到修繕呢? 謝謝

由於我們是低下階層家庭.預算很少只能選擇在鄉下超過30年以上的中古屋
大多都是老舊公寓的4樓(4樓4號...)不然就是頂樓(公寓最上層樓層)
因為對我們是一大筆錢.首次接觸又都不懂這方面
所以才想上網求資訊希望網友們能提供我們有用需要注意的問題~感恩
