馬英九總統表示，無論是內閣制或是主席制，一旦碰上民進黨使出「霸佔主席台制」，不管是面對何種政策以及問題都很難解決。

瑞士洛桑管理學院（IMD）世界競爭力中心20日公布全球競爭力排名，台灣排名再度下滑，退步至第13名，台灣的政府政策和政治不穩定風險是排名倒退的原因之一。

馬總統指出，全球少見有國家的在野黨仍利用霸佔主席台一招，就使得國會停擺，政治當然就容易因此不穩定。
