國籍法「綠卡條款」 送朝野協商

立法院內政委員會昨天初審通過國籍法修正草案，具外國或港澳地區永久居留權者將不得擔任政務人員；現職政務官若擁有、須於修法後一年內完成放棄程序。不過，因朝野對於如何才算放棄或失效仍有歧見，將送朝野協商。

昨天審查時，一度有立委認為不僅政務官，事務官、民意代表等也都應齊一標準；不過內政部長陳威仁說，他贊成修法禁止政務官擁有外國永久居留權，但應排除科技類等專業人才、以利政府引進優秀人才，最後草案也僅通過禁政務人員擁有。

國籍法第廿條修法草案雖與任政務人員相關，民進黨立委也質疑國發會主委管中閔、經濟部長張家祝等仍持有綠卡；但修法過關，訴求目標將會對準宣稱綠卡已失效的馬總統。

昨天審查時，朝野對於草案規定「取得外國或港澳地區永久居留權者，不得擔任政務人員」並無歧見；不過，對於曾經擁有者，怎樣才算失效或放棄有不同意見。
