手機保固維修問題

去年底買了sony Z1，
使用到目前都是正常使用，
然後前幾天手機的防水蓋掉落遺失(usb充電那個)，
由於還在保固一年內，
於是送修神腦國際，
然後維修回覆是人為因素不保固，
我反應都是正常使用，沒有特別去強制拔除，怎算人為?
但他們就是要收費400元，反應客服也沒用
於是我就請他們不用維修，直接退回給我。

整個事件個人覺得不是400元的問題，而是他們強硬判斷是人為因素，
保固一年，感覺很沒意義。

請問這算是消費問題，可以投訴消基會嗎?
