NCC：檢討手機撥打市話資費

（中央社記者王靖怡台北2014年5月14日電）NCC今天表示，為維護消費者權益，將檢討行動電話撥打市話資費，並持續強化服務品質監測及資費合約資訊透明化。

監察院昨天通過調查報告，認為行動電話撥打市話的資費，還有調降空間，國家通訊傳播委員會（NCC）應切實檢討。

NCC下午發布新聞稿表示，「行動電話撥打市話」與「市話撥打行動電話」費率差異，行動電話網路和市話網路兩者成本基礎不同，行動通訊頻譜取得需繳得標金及頻率使用費，市話網路沒這些建設成本，很難相提並論。

NCC說，第一類電信業者資費訂定方式，原則是依市場機制自由訂價。在行動通訊資費設計，多透過月租費、通信費的通話費率結合，搭配促銷活動，如贈送免費分鐘數、網內互打免費、手機折抵或降價促銷活動等實質優惠直接回饋客戶；在市話資費設計沒類似方案。

NCC表示，行動電話撥打市話資費將進行檢討，並持續強化服務品質監測及資費合約的資訊透明化，貼近消費者實際使用需求，作為業者繼續提升網路建置及市場公平競爭，保護消費者權益。
