陸房市冷 建商墊頭款促銷

（中央社記者馮昭上海2014年3月24日電）陸媒今天報導，受季節因素、銀行信貸緊縮等因素影響，中國大陸住宅成交量近日下滑，不少地區出現建商用墊頭期款的方式促銷。

新華社所屬「經濟參考報」報導，繼杭州、常州、溫州等二、三線城市房價下跌後，因應市場成交量普遍下滑，為刺激購屋者入市，北京、南京、廣州等多個大城市先後傳出部分建商推出「墊首付」的促銷方案。

業界人士分析，銷量欠佳和地產金融大趨勢雙重因素，促使建商選擇代墊頭期款的方式促銷。還有小額貸款公司也看中「墊首付」的宣傳策略。

不過有財經媒體報導，「墊首付」並非購屋者不用付頭期款，而是「分期付」，購屋者只是一開始拿出的頭期款少一點，但還是要按期還款，且逾期還款可能還會被建商罰款。

李克強：力促節能減排低碳發展，嚴懲非法排污

大陸國務院總理李克強21日主持召開節能減排及應對氣候變化工作會議，推動落實《政府工作報告》，促進節能減排和低碳發展，研究應對氣候變化相關工作。會議原則通過《2014-2015年節能減排低碳發展行動方案》，並研究討論了大陸應對氣候變化的行動方案。

李克強指出，今(2014)年要在保持經濟增長7.5%左右的情況下，實現單位GDP能耗下降3.9%的目標，十分不易。這是給自己壓「擔子」，必須努力走出一條能耗排放做「減法」、經濟發展做「加法」的新路子，對民眾和子孫後代盡責。李克強強調，加大污染特別是大氣污染治理，努力改善重點地區霧霾狀況。

李克強表示，要控制能源消費總量，提高使用效率，調整優化能源結構，積極發展風電、核電、水電、太陽能發電等清潔能源和節能環保產業，開工一批新項目，大力推廣分布式能源，發展智慧電網，逐步把煤炭比重降下來。尤其是要著力發展服務業特別是生產性服務業。

李克強要求，必須用硬措施完成節能減排硬任務。要把燃煤鍋爐改造、淘汰黃標車、電廠脫硫脫硝除塵等任務指標分解到各地區，對無法完成任務者，要加大問責力道。嚴格執法，對非法偷排、超標排放、逃避監測等「傷天害人」行為和監管失職瀆職重拳打擊，對相關企業、單位和責任人嚴懲不貸。今年大陸國務院要組織明察暗訪，發現問題一查到底，決不放過。

陸股24日早盤呈現震盪，環保概念股漲跌互見，截至11:12左右，上漲個股包括中原環保(000544.SZ)、東湖高新(600133.SH)、三聚環保(300072.SZ)漲逾2%，眾合機電(000925.SZ)、山大華特(000915.SZ)、太極股份(002368.SZ)、天立環保(300156.SZ)漲逾1%。
