國泰人壽領先國內其他同業，更改會計政策，以公允價值取代傳統的成本法，讓淨值增加、財務指標改善。安永聯合會計師事務所昨（31）日表示，觀察國壽宣布的淨值增加程度，符合市場預期。

金管會今年起，開放一般企業及銀行等金融業，可將持有投資性不動產後續衡量，從成本模式改採公允價值模式。至於公允價值的衡量方式，保險業不限定只能預估未來現金流量的收益法估價，可依照一般估價方式辦理。

國壽此次即採一般市價估算投資性不動產。

安永分析說，如果採用收益法估價，因為要預計未來的現金流量，有些投資性不動產較難預估，將導致價值偏低；此次國壽採用市價法，估價結果淨值增加1,240億元，符合先前市場的預期。

貿易戰？南方共同市場、東協/陸恐需聯手對抗TTIP

德國之聲官網3月31日報導，根據慕尼黑Ifo經濟研究所所發表的報告，「跨大西洋貿易及投資夥伴協議(Transatlantic Trade and Investment Partnership；TTIP)」將創造出一個8億消費人口的自由貿易區、全球人均所得將上揚逾3%。Bertelsmann基金會資深專家Thiess Petersen指出，美國、歐洲將因此項協議而大幅受益，但同一時間包括加拿大、墨西哥等歐美傳統貿易夥伴將面臨衝擊，預估人均GDP將縮減7-9%。TTIP談判目前陷入僵局、預估兩年內都無法簽署通過。

Petersen指出，TTIP將衝擊北美自由貿易區(NAFTA)簽約國(加拿大、墨西哥)，而智利、澳洲也將面臨負面影響；亞洲幾乎所有國家成長率都將因而縮減0.5-2.5個百分點。他說，其他國家僅能透過南方共同市場(Mercosur)或東協、中國之間的自由貿易協定來挑戰TTIP。

英國金融時報報導，巴黎政治學院(Sciences Po)教授Zaki Laidi去年3月發表專文指出，「跨太平洋夥伴關係協議(Trans-Pacific Partnership，TPP)」或TTIP如果真的談成，那麼世界貿易組織(WTO)就可以關門了，因為屆時這個組織將不再是各國協商貿易規矩的地方。

共同社報導，諾貝爾經濟學獎得主史迪格里茲(Joseph E. Stiglitz)去年3月指出，當全球被切割成好幾個貿易組織時，這會使得同區域間身處不同組織國家的貿易往來變得更為複雜。

TPP、TTIP不是單純的調降關稅而已，還包括頗具爭議的「投資人與地主國之間爭端解決機制(Investor to State Dispute Settlement；ISDS)」。freemalaysiatoday.com 2月17日報導，根據美國方面堅持不退讓的ISDS條款，民間企業若認為簽約國的法令損及其商業利益、可以提出求償訴訟。相關討論詳見《國民黨、民進黨，你們打算不計代價加入TPP？》。
