15金融機構 未來1年售273億資產

美國「伏克爾原則」（Volcker Rule）預定明年7月21日實施，金管會統計，國內因這項規定受影響的金融機構有15家，在未來1年，必須結清出售的金融資產，金額約新台幣273億元。

金管會銀行局副局長邱淑貞說，這273億元的資產，流動性都很高，出清對金融機構很容易，影響有限。

「伏克爾原則」是美國聯邦準備理事會（Fed）前主席伏克爾（Paul Volcker）提出，他建議，透過限制金融機構規模、業務範圍等，避免銀行的投機行為，進而衍生系統風險。

邱淑貞解釋，美國不希望銀行把自有資金投入高風險的投機性交易，因此訂定2項限制。一是禁止美國境內的商業銀行運用自有資金，投入證券、衍生性金融商品、商品期貨、期權等自營交易。二是禁止銀行業涉入避險基金或私募股權基金的業務。

根據金管會昨天公布的最新統計，國內受影響的金融機構，是在美國設有分行或子行的銀行，共有15家。

邱淑貞說，按照規定，這些銀行須在明年7月21日「伏克爾原則」施行前，將無法豁免的金融資產全數出清，金額約273億元。

目前在美國設有據點的我國金融機構，包括：台灣銀行、土地銀行、合作金庫銀行、第一銀行、華南銀行、彰化銀行、兆豐銀行、台灣企銀、國泰世華銀行、中國信託銀行、台北富邦銀行、玉山銀行、永豐銀行，以及台灣工銀。

製造業去年獲利增 員工無感

經濟部昨公布，去年台灣製造業上市櫃公司1024家獲利達9660億元，年增率近7成，創3年以來新高，經濟部官員說，最近調查50家企業加薪計畫，且在3月底邀25家企業座談，包括大企業及中小企業，普遍反應要加薪，但民眾感受並不深刻。

對此，工總祕書長蔡練生直言，目前我國出口在海外生產與海外出口逾5成，代表企業合併財報，不是國內創造，是外部創造，以致國內員工無法因企業獲利而加薪。

蔡練生強調，要改善海外生產比重過重現象，台灣應積極加入區域經濟整合，否則企業不以台灣為出口，改到越南等地出口享有零關稅，因此，大家應冷靜思考台灣未來，將企業留在台灣，將餅做大，否則加速企業出走，機會流失，如何調漲薪資。

對於企業不願公布加薪原因，官員說，不少企業並不是全面性加薪，而是透過獎懲制度，為績效表現優異員工加薪，因此不願曝光，以避免未加薪員工心中不滿而爆料。

經濟部官員說，為鼓勵企業加薪，工業局與技術處已推出「Ａ+企業創新研發淬鍊計畫」30億元、「主導性新產品開發補助計畫」12億元，將加薪列為加分項目，若是兩家業者提出申請相同條件者，有加薪企業將獲得優先補助。

蔡練生表示，工總一貫主張與呼籲，凡企業有獲利，自應為員工加薪，以符合「政府挺企業，企業挺員工」目的，否則企業不加薪，人才會流失。

蔡練生認為，由於企業每年法定人事成本增加很多，包括二代健保、勞保、基本工資，甚至休假時間加長等，因此企業以發給獎金，替代加薪。

雀巢營收成長 2009年來最差

（中央社台北2014年4月15日電）彭博報導，全球最大食品公司雀巢公司（Nestle SA CH-NESN）今年第1季營收成長創2009年以來新低，原因是歐洲定價壓力及新興市場成長減速。

雀巢今天發表聲明指出，排除收購、撤資與匯率變動，今年首季營收成長4.2%。這個數字符合彭博調查13位分析師的預估中值。

雀巢歐洲營收下滑0.8%。雀巢2月13日曾說，定價壓力導致雀巢歐洲市場去年營收成長創2009年來新低，歐洲通貨緊縮可能將持續。新興市場貨幣貶值也打擊雀巢營收成長，今年復活節較晚到來，代表巧克力銷售將從今年第1季延至第2季。

法國興業銀行（Societe Generale）分析師艾克曼（Warren Ackerman）今天表示：「歐洲依舊疲弱，因為定價仍不利。」艾克曼說：「南歐持續復甦，但北歐放緩。」聯合利華公司（Unilever NL-UNA）今年稍早也提出相同論點。（譯者：中央社蔡佳伶）

give版是否需要一些限制呢？ 因為除了常常有新進的版友還不太會用ptt 常常手機就會發錯文 建議設上站次數限制 除了免除一些潛水客 (超討厭這種的 實體的物品就算了 可是虛擬的序號被拿走不推文 造成後面沒拿到的人困擾) 讓版上減少發錯文的次數 (應該先熟悉ptt再來give版) 這只是我的一點想法 如果有冒犯還多多包含 -- 我還沒玩爽勒~~ 幹!回家了啦!沒1200分別在這裡丟人現眼了 \ / ○ ︵ \○╱/| ﹍﹍﹍﹍﹍﹍ ╱￣﹚╱＞ -- ※ 發信站: 批踢踢實業坊(ptt.cc), 來自: 27.243.71.182 ※ 文章網址: http://www.ptt.cc/bbs/give/M.1397534270.A.164.html
