爭話語權 陸引入國際航空仲裁

（中央社台北2014年8月28日電）上海國際航空仲裁院今天揭牌，中新社分析，中國大陸正式引入「國際航空仲裁」，可提升大陸航空界在國際市場的話語權。
據報導，中國航空運輸協會（CATA，下稱中國航協）、國際航空運輸協會（IATA，下稱國際航協）與上海國際仲裁中心（SHIAC，下稱上海國仲）28日在上海簽署「國際航空仲裁戰略合作協議」。
根據協議，國際航協、中國航協將積極向其會員推薦上海國際航空仲裁院作為航空爭端解決機構。三方共同致力於今後逐步在中國及國際航空業標準合約中納入上海國際航空仲裁院的爭端解決條款。
中新社說，此舉將提升中國航空界在國際市場的話語權。
中國大陸目前共有49家航空公司、2250多架運輸飛機。2013年完成貨運總周轉量672億噸／公里，旅客運送量3.54億人次。
報導說，今天揭牌的上海國際航空仲裁院首創全球仲裁國際合作模式：即成立由中外專家共同組成的「上海國際航空仲裁專家委員會」。
報導引述中國航協理事長李軍表示，中國航協、國際航協與上海國仲三方合作，展開國際航空仲裁，有利於提供航空公司便捷高效的爭端解決服務，對維護航空市場秩序，營造良好發展環境發揮重要作用。
上海國仲主任岑富榮說，發展國際航空仲裁事業有助於中國積極參與國際航空爭議解決，參與國際航空爭議解決規則的制定，並提升中國航空界在國際市場的話語權，以推進中國航空事業發展。

台鐵驚傳在今（28）日上午撞擊一名7旬老翁意外！台鐵278車次太魯閣號在今天上午10點鐘左右，在行駛經過牡丹站時撞擊到一名70多歲老翁；警消獲報後，已立即趕抵現場救援，緊急送醫急救。

| 教部：特招不採會考的底限 會守住

國教署長吳清山中午表示，明年會考成績仍維持三等級四標示，外傳會考計分將分十0等級，只是由台師大心測中心提出的可能方案之一，須在免試入學同分超額，比無可比之下，才會因地制宜另外用10等級的量尺分數比高下，目前尚未定案。特考不直接採計會考成績的底限，教育部一定會守住。
吳清山表示，目前只有基北區和中投區提出會考分十等級的需求，並非所有就學區都有此打算，未來只有中等以上學生才會比到十級分，教育部還要討論，近期才會定案公布，盼明年所有招生期程在7月15日前走完。
吳清山說，針對台北市之前提議，明年特招採一試兩用，直接採計分得更細的會考成績，不要再加考科目，教育部仍不贊成，不會讓北市特招拿十等級的會考成績來分發，這個底限非守住不可。
