內湖開發案 北市：依決議辦理

（中央社記者黃麗芸台北2014年4月23日電）內湖保護區守護聯盟今天號召網友「路過」台北市政府，抗議內湖開發案決議。台北市都發局表示，後續將依決議辦理。

台北市都市計畫委員會10日召開會議討論內湖開發案，會議主席張金鶚做出結論，基於內湖地區整體發展考量，將此案納入內湖區通盤檢討內進行檢討，以及此案基地歷經多次審議，在不違背內湖區的整體規劃與計劃檢討原則下，都委會在後續審議時得以先行審議。

內湖保護區守護聯盟認為上述決議破壞體制，日前在臉書發動號召網友於今天「路過」台北市政府，抗議張金鶚「以通盤檢討之名行個案審核之實，通過內湖保護區變更案」。

內湖保護區守護聯盟今天要求，都委會應依法駁回慈濟基金會申請的個案變更，以及應修改及刪除上次大會對此案的結論二，不要讓保護區成為開發業者與政治利益交換的犧牲品。

台北市都發局主任秘書劉惠雯受訪表示，由於此案已經都委會決議，後續將依照決議辦理並進行公展，由於此案涉及內容變更，須先進行土地權利關係人資料清查，順利的話，預估最快5月可舉辦公展，後續再提交都委會進行後續相關審議。

2014年拉丁美洲世界旅遊展今起一連3天在巴西聖保羅舉行，中華民國觀光局首次參展，以「亞洲之心」和「旅行台灣就是現在」等新口號，向巴西推銷台灣。

拉丁美洲世界旅遊展（WTM Latin America）是拉美地區規模最大、最重要的旅遊展，今年有超過60個國家參展，促進多邊觀光旅遊交流。

中華民國駐巴西代表徐光普及交通部觀光局駐洛杉磯辦事處主任林信任到達現場，與當地僑領共同主持台灣館開幕儀式。

徐光普表示，台灣與巴西觀光交流已邁開一大步，巴西政府與民間對台灣的觀光文化、資源及品質都有一定程度的認知，相信透過持續努力，雙邊觀光產業發展潛力無窮。

徐光普說，已經認識台灣的巴西政商界人士，都對台灣觀光資源豐富與人情溫暖表現讚不絕口，尤其是對外國觀光客的多項便利措施，更留下「環境友善」的深刻印象。

林信任指出，巴西是台灣在南美洲第1大市場，主因是巴西是世界第6大經濟體，人口近2億，去年前往台灣的巴西觀光客約4000人次，今年首季成長18.95%，未來還有很大的發展潛力。

再者，阿聯酋航空公司去年在台北開航後，縮短了里約熱內盧與聖保羅等巴西大城市與台北之間的距離，開拓南美市場無疑比從前更容易。

觀光局這次參展目的，其一就是打開台灣的觀光知名度，其二是進一步與當地旅遊業者洽談有關市場通路的建構，將台灣加入現有的亞洲旅遊產品，成為亞洲多國遊其中的1站。

不同的風土民情有不同的吸引力，林信任認為巴西人非常熱情且充滿活力，旅遊消費特色主要是多國遊和分期付款，只要將台灣變成前往亞洲的必遊之地，根據他們對節慶、美食等方面的喜好設計產品，應該就能吸引巴西人到台灣體驗不一樣的亞洲文化。

春天是遷移性猛禽返鄉季節，每每吸引愛好者追隨觀賞，台灣猛禽研究會製作生態紀錄片「老鷹想飛」，描述老鷹受農藥、棲地滅失等威脅的故事，25日起免費播映。

北市府動保處和台灣猛禽研究會合作，25日晚上6點半舉辦首映會，地點在師大校本部教育館201演講廳；接下來1個月，會在全台7所大學巡迴播映8場。

北市野鳥學會表示，遷移性猛禽會在春天北返繁殖地，位在淡水河側的觀音山，是遷移路線中的最後一站。4月中至5月初，到觀音山都有機會觀賞到猛禽，現正是觀賞時節。

不過，老鷹面對農藥、滅鼠藥和棲地滅失，生存愈來愈不易。台灣猛禽研究會製作「老鷹想飛」紀錄片，導演梁皆得耗時20年拍攝，呈現老鷹生存困境，和「老鷹守護者」沈振中20年來追鷹歷程。

北市2場播映會，其中一場5月15日晚上7點在台大森林系館林一教室播映，現場會贈送「賞鷹趣－做個猛禽觀察家」工具書。
