美國債信展望 惠譽升至穩定

信評機構惠譽（Fitch）宣布將美國債信評等展望由「負向」上調至「穩定」，理由是國會暫停實施舉債上限直到明年3月中旬，降低了違約風險，且聯邦預算赤字可望改善。

惠譽21日確認美國長期外幣和本幣發行人違約評級、優先無擔保外幣和本幣債券評級都維持AAA級，並附加「穩定」展望，國家信用限額評級（Country Ceiling）也位於AAA級。

這解除了去年10月來惠譽把美國列入「負向觀察名單」、並警告可能在今年第1季結束前被調降評等的壓力。惠譽在2011年11月把美國信評展望降為「負向」。

惠譽說，上調展望反映國會「2月中暫停實施舉債上限的及時行動，避免了美國整體信譽與信用蒙受不確定性，有別於2011年8月及2013年10月時的危機。」惠譽是國際三大信評機構中唯一曾警告可能調降美國評級的公司。標普（S&P）2011年8月因債限協商膠著而摘去美國頂級信評，但去年已和穆迪（Moody's）先後上調美國信評展望。穆迪仍賦予美國3A評級。
