國民黨團昨天晚間召開黨團大會，做成決議，指出立法院若不淨空，下周開始的各委員會或院會，就不開會。民進黨團幹事長高志鵬指出，國民黨團此舉代表決定站在馬意而非民意的一方，遂行逼迫王金平的企圖明顯。民進黨團書記長吳秉叡則說，內政委員會召委陳其邁下周排審查服貿是依法有據，只要38人出席，就能成會。

吳秉叡指出，聯席審查由內政委員會主審，且陳其邁排審查，也是經過議事處出去通知，只要周一有38位立委簽到出席，會議就是合法的。國民黨內政委員會召委張慶忠17日的行為沒有效力，民進黨團認為案子還在委員會，就會依照委員會審查的方式進行，此舉符合學生團體、黨團退回重審的標準，國民黨不應仗勢人多，就恣意妄為解釋法令，張慶忠的審查明顯違法。
