反服貿學運代表林飛帆呼籲民眾22日到國民黨各黨部靜坐，台南市警二分局21日深夜動員警力，在國民黨台南市黨部前架起拒馬，至22日凌晨30分，只有數名零星民眾，手持抗議標語站在分隔島上，未見大批群眾靜坐抗議。

林飛帆號名民眾22日、23日包圍國民黨各地方黨部，表達反對服貿協議訴求，警方擔心民眾響應，21日深夜在國民黨台南市黨部前增設拒馬，其中有一名年輕人，手持「協尋馬英九」標語，要求總統馬英九出來面對學生訴求。

還有十多名年輕人和數名中年男子，站在國民黨台南市黨部對面馬路觀看警方架設拒馬，未與警方發生衝突。
