瀝青混凝土聯漲 重罰23業者

廿三家台南、嘉義瀝青混凝土業者聯手上漲價格，公平會昨天重罰六千萬元，創瀝青混凝土業被罰首例。

公平會表示，瀝青混凝土是道路鋪設不可或缺的材料，這次追查出業者不法行徑，可嚇阻不肖業者藉機哄抬公共工程預算等行為。

公平會發言人吳成物昨天說，公平會調查發現，台南地區十六家業者，在民國九十九年至一百年間，集體向工程得標者收取每公噸二百元的「穩定基金」，並藉此操作瀝青混凝土價格。

公平會認定，十六家業者「聯合行為」違法，依營運規模及配合調查態度等，分別開罰五十萬元至五百萬元，總計罰鍰三九五○萬元。

公平會處理嘉義縣政府的工程標案時，也發現嘉義七家瀝青混凝土業者涉及聯合調漲瀝青混凝土價格。吳成物說，嘉義七家業者不定期聚會、彼此合意調漲瀝青混凝土售價，漲價時間點和漲幅幾近一致，公平會認為七家業者的聯合行為，足以影響嘉義瀝青混凝土市場的交易秩序，決議重罰，分處五十萬元至六百卅萬元不等。
