美鋼片反補貼初判 中鋼未補貼

（中央社記者林淑媛華盛頓2014年3月19日專電）美國商務部今天公布對台灣輸美「非方向性電磁鋼片」（NOES）反補貼調查平衡稅率初判，中鋼集團微量不舉，沒有接受補貼，麗鋼公司則初判平衡稅率為12.82%。

其他輸美的NOES台灣廠商，初判平衡稅率為6.41%。這是美國27年來首次將中華民國官方補貼政策列為調查對象。

商務部同時也公布中國大陸與南韓輸美NOES產品反補貼調查結果，其中中國大陸寶山鋼鐵初判平衡稅率高達125.83%，南韓則微量不舉。

非方向性電磁鋼片主要用於馬達與發電機。根據美國業者指控，中華民國官方提供NOES產品研發投資租稅減免、購置自動化生產技術與設備租稅減免、投資貧瘠或發展遲緩城鎮地區租稅減免、民間參與公共建設租稅減免、產業創新輔導補助、建立國際品牌形象支出抵減、產業用地獎勵補助、國家發展基金財務補助、工業園區廠商補貼與稅賦減免等補助項目，使得NOES得以低於正常價格的售價輸美，造成美國相關產業實質損害。

美國業者指控涉及單位包括經濟部、行政院國家發展基金管理會等單位，中華民國駐美代表處官員表示，台灣採行的補貼政策都是一般性補貼，並非對特定產業，符合世界貿易組織（WTO）規範。

根據商務部統計，台灣輸美NOES產品金額不高，2012年出口到美國1724.7萬美元，2013年則降至814萬2000美元。

台股盤前－反服貿、QE縮減 內憂外患 台股卡卡

反服貿審查抗議活動持續進行，318青年佔領立法院，國會殿堂淪陷，投資人擔憂，內資有先行撤退跡象，而美國聯準會宣布再度縮減每月的債購額度，在內憂外患下，台股今(30)日預料將延續弱勢盤整格局，盤面以個股表現為主。

國際最新訊息，美國聯準會宣布再度將其每月的債購額度縮減100億美元，至550億美元。聯準會主席葉倫(Janet Yellen)在FOMC會議結束後的記者會中證實，聯準會將不再以失業率是否降至6.5%以下，為調高利率的惟一標準，而會綜合審視美國的通膨率及各項就業數據，再決定調高利率的時機。

聯準會之前一直宣稱，只有當美國失業率下降至6.5%左右，或通膨率上升至2.5%或以上時，才會考慮調高利率。聯準會預測，美國失業率今年內將降至6.1%。

聯準會公布聲明後，美國股市19日由紅翻黑，公債擴大頹勢，加幣貶至4年半來谷底。道瓊工業指數下挫114.20，標普S&P500指數下跌11.48，那斯達克Nasdaq指數下跌25.71。

反黑箱服貿民主陣線等民間團體持續抗議國民黨將海峽兩岸服務貿易協議送立法院院會存查。以學生為主的抗議民眾昨晚9時更突破警力、打破玻璃門，超過100人衝入立法院議場，占領主席台。

服貿協議受阻，金融類股受害最深，昨天金融股賣壓最沉重，元大金、兆豐金、國泰金、開發金等全數下跌，三大法人合計賣超1.8萬張，金融類股指數下挫7.48點，跌破千點支撐，收在992.72點。

產業消息方面，網路大廠Google加碼穿戴式領域布局，正式發表專屬於穿戴裝置的新作業系統平台「Android Wear」，首波主打智慧表應用，台廠宏達電、華碩、聯發科都是Google點名的合作開發商，今年可望在新領域延伸Android生態系勢力，帶旺供應鏈。

此外，三星宣布，年度新旗艦機Galaxy S5即日起開始預購，全球4月11日上市。市場預期，三星S5將帶動市場熱潮，有助大立光、閎暉等概念股業績表現。

安裝英雄聯盟時出現這個視窗
而且不只英雄聯盟
安裝其他遊戲也都會錯誤
幾乎都是檔案損毀
從新下載很多次了
電腦也剛從灌完
也用磁碟修復程式找過壞軌了
掃毒也掃過很多次了
但是就是一職解決不了問題

最近在學怎麼架設楓之谷Ｖ６２的私服

網頁也架設好了

帳號也可以註冊

進入遊戲之後也可以登入

但是第一次登入

選擇伺服器跟分流之後要創角色

創建完成的同時點了ＯＫ遊戲就會當掉

ＪＡＶＡ也沒問題，驅動程式也沒問題

試過兩台電腦都是這樣

而且帳號會一直卡在登入中的狀態

直到我把伺服器關掉才會登出

不知道是否有高手能幫我解答創角會斷線的問題
