【林巧雁╱台北報導】新台幣匯率昨天收盤30.162兌1美元，勁揚1.08角，創近3個月新高，兩大外匯成交量放大至15.39億美元。外匯交易員表示，外資持續匯入，這兩天有機會測試30元關卡。
匯銀人士說，太陽花學運持續3周，看起來對股、匯市影響有限，外資也許短期觀望而退出，但外資也發現抗議並未持續擴大，仍在可控制範圍內，因此不至於全面退回，且看好台灣中長期趨勢，持續匯入加碼中。

韓元升1.04%最猛

對台幣昨盤中飆升逾2角，央行官員以一貫口吻強調，台幣維持動態穩定。據央行提供統計至昨天下午4點的各國匯率資訊，新台幣昨天升值幅度0.36%，與其他國家相較仍屬較小，僅高於人民幣、印尼幣與歐元。
升值幅度最大的是韓元，從1052.2韓元兌美元升至1041.4韓元，升值1.04%；日圓升值次之，從102.8日圓升至101.99日圓，升幅0.79%。其他亞幣如星幣升值0.54%，泰幣升值0.48%。
匯市交易員說，受到全球資金自美國撤退，非美貨幣昨天漲幅驚人，台幣早盤升值超過2角，韓元飆至近年新高，日圓也驚驚漲。
行庫外匯交易員表示，歐美市場持續復甦，預期亞洲市場也表現不錯，資金有從美國移動至亞洲的跡象，反映看好亞洲股匯態勢，認為後市有升值空間。加上日前美國聯準會主席葉倫表示，升息不會那麼快，因此資金從美國抽走，先轉進亞洲如韓國與台灣，追求較高報酬。
政大金融系教授朱浩民說，台幣這兩天大幅升值，主要受到人民幣與亞幣普遍升值帶動，美國又放話要人民幣不要貶太多，套句央行總裁彭淮南的話，台幣維持動態穩定，上上下下不會升太多，貶值也不會太多，區間波動，經濟雖好轉但不會大升，也不太可能大幅貶值救出口。

人民幣弱勢震盪

匯銀人士表示，外資再度回流亞洲市場，再加上日銀宣布表態暫無擴大寬鬆必要，亞洲主要貨幣轉強，日圓重貶的態勢也趨緩。交易員也進一步指出，若新台幣升幅高過韓元，就需看央行的調控態度。
元大寶華綜合經濟研究院則認為，3月美元指數盤整偏強，歐元盤整偏弱，日圓橫向盤整，人民幣弱勢震盪，預料央行在維持動態穩定的原則下，台幣表現止跌微穩。

林口區頂福陵園將於園區納骨塔旁再建骨（灰）骸存放設施，昨天於林口區公所舉辦環境影響說明會，市政府相關官員都沒出席；市議員蔡淑君等表示，連主管官員都沒來，擺明說明會只是拉民代和里長「背書」，要求重開環說會。

頂福事業公司總經理鄧承根說，2011年向市府民政局提案，申請開發許可，當年就召開兩次說明會，後來環境影響評估進行時，區公所要求再開說明會，昨天是就相關問題說明，他不認為是「流會」。

占地13公頃的頂福是從1989年設立，是林口區合法且唯一的殯葬設施，其中可收納3萬8000個塔位的納骨塔，目前已達九成，初估再5年就飽和。

里長們表示，通往頂福的北120鄉道已經夠窄了，骨（灰）骸存放設施再擴建，屆時交通會出問題，同時他們認為頂福沒做好水土保持，建築物與環境沒法協調，相關回饋措施做得不夠等。

民代和里長提出質疑後紛紛離席，指民政局、環保局官員都不願列席，就相關問題給予明確解答，他們出席反成了「背書」，要求再開官員願意出席的說明會，讓他們了解環評內容到底是什麼。

鄧承根表示，建物都依法規做水土保持和管理，這次也詳細說明「回饋」措施，會尊重民代和里長們的意見做好補強，持續溝通。

反服貿學運將於今日退場，而自願自費在現場周圍，分別以步巡及重機車巡邏維護秩序的兩大維安團體TMA重機志工隊與EMT團隊，也在昨晚與今天凌晨作最後的巡場，維護周邊安全。

最早進駐的EMT團對於學運開始第2日，便到場維護周圍安全，防止有黑道份子趁隙到場擾亂，3月22日，EMT隊員果然在林森南路與濟南路口當場逮捕一名毀損警用機車並持刀砍傷志工的嫌犯，而飆車族到場鬧事，也讓騎乘大型重機車的團體挺身而出，大型重型機車車友協會(TMA)隨即動員數十輛重機車，協助警方在立院周邊，以重機車巡場，壓制飆車族囂張氣焰。

這兩個團體，在昨晚與今晨，做最後動員，並且團體巡邏，希望在學運的作後一日，確保周邊及活動現場民眾的安全。(李銘宏/台北報導)
