國際環境夥伴計畫 台美合作

（中央社台北2014年4月14日電）總統馬英九今天見證行政院環境保護署署長魏國彥宣布成立「國際環境夥伴計畫」，美國環境保護署署長麥卡錫並立即回應表示，美國樂意成為此一計畫的創始參與夥伴。

外交部今天發布新聞稿指出，中華民國與美國雙邊環保合作迄今年已屆20週年，此一密切合作關係深受雙方的重視與珍惜；未來雙方將持續透過新成立的夥伴計畫，共同推動各項國際環保合作，並與世界各國環保官員及專家進行交流。

馬總統上午在總統府見證「國際環境夥伴計畫」（International Environmental Partnership）的成立，麥卡錫（Gina McCarthy）並立即回應表示，美國樂意成為此一重要夥伴計畫的創始參與夥伴（foundingpartner）。

外交部指出，此案充分顯示美方對中華民國長期推動環保工作的斐然成就，以及對做為亞太區域環保領導者角色的肯定，也顯示美方期盼中華民國向國際社會貢獻成功環保經驗。

此夥伴計畫為繼台美雙方合作成立「太平洋島國青年領袖培訓計畫」（Pacific Islands LeadersProgram, PILP）後，雙方再次就區域發展議題進行國際合作，凸顯台美關係的緊密友好，及兩國對亞太區域發展的一致重視。外交部對台美雙方夥伴關係的持續進展，表示欣慰與肯定。

腸病毒蠢動 桃縣籲落實防疫

（中央社記者卞金峰桃園縣2014年4月14日電）桃園縣衛生局今表示，全國腸病毒急診就診比例有急遽上升趨勢，他們呼籲教（托）育機構加強腸病毒防疫措施，防疫情發生。

桃園縣衛生局監測發現，全國腸病毒急診就診比例有急遽上升趨勢，全國第14週（3月31日至4月5日）腸病毒急診就診率2.75%，較第13週的1.67%明顯上升；另外，桃園縣第14週急診就診率為3.74%，較第13週的2.25%，上升66.2%，衛生局呼籲教（托）育機構應加強腸病毒防疫措施，防範腸病毒疫情發生。

桃園縣衛生局表示，3月已完成桃園縣各國小、幼兒園共771家洗手設備查核，同時嚴格要求學校務必依桃園縣「1127腸病毒停課標準」，即1週內同一班級有2名以上幼（學）童經醫師診斷為腸病毒，該班應停課7天。

衛生局說，同時，環境也應定期清洗消毒，如幼童常接觸的門把、桌椅、餐桌、樓梯扶手及玩具等，以500PPM稀釋漂白水（一般市售漂白水與清水比例為1：100）擦拭消毒靜置10分鐘後，再用清水擦拭降低異味，以有效防治校園腸病毒流行疫情。

《科技》穿戴裝置掀戰火，今年全球出貨看增3倍

【時報記者王逸芯台北報導】根據國際數據研調機構IDC發布報告指出，由於眾多國際大廠紛紛進軍穿戴裝置新品，預計今年全球穿戴式裝置出貨規模暴增，將比去年銷售量成長3倍，達到1920萬台，且到2018年將達近1.12億台水準。

今年全球行動通訊大會(MWC)上，穿戴裝置成為新興勢力，三星與索尼陸續推出多款智慧手錶與手環新品，互別苗頭，華為也有穿戴新品問世，宏達電 (2498) 則預計在今年底加入戰局。除了Android陣營，蘋果(Apple)iWatch近期也是消息頻傳，市場預期，iWatch有機會在今年內亮相，讓穿戴市場越來越熱絡。根據IDC研調報告，今年全球穿戴式裝置市場規模，將較去年銷售量高出3倍，達1920萬台，未來5年將持續上攀，在2018年達到1.12億台出貨量。

IDC同時公布ConsumerScape 360°調查發現，三星目前在市場已推出多款穿戴式裝置，被消費者認為是最值得信賴的穿戴式裝置品牌，領先蘋果、索尼和谷歌。

另一方面，Google先前所推出的智慧眼鏡，即被研調機構Gartner樂觀看好，是成長速度最快的穿戴裝置，年複合成長率將達50%，主因為全球販售商比較有規模地聚焦智慧眼鏡，且眼鏡不需再用手操作。
