有特定學者質疑，政府對於從ECFA到服貿協議的效益說明是「一路都在騙」。經濟部今天表示，「預估效益」不是江湖賣藥；「說明風險」不是神棍騙人。

經濟部表示，ECFA早收清單效益顯示，早收清單貨品出口大陸的成長率，遠高於整體貨品出口大陸的成長率，也讓原本農產品貿易逆差轉為順差，顯示確實有其效果。

部分人士也主張重啟談判；經濟部稱，依據這些人士的主張，可預見兩岸相互開放的項目只有更少，不會更多，也將使預估效益更低，暫不論陸方是否願意重啟談判，但可預見花更多精神去談一個效益更低的協議，不如花更多精神來控管開放風險。

也有學者質疑政府對於服貿協議不生效可能帶來的風險有誇大之虞，認為政府像「神棍」。經部表示，服貿協議雖非萬靈丹，但台灣主要貿易競爭對手都努力加入區域經濟整合，服貿不生效確實讓台灣有邊緣化的風險。

目前，APEC的21個會員國中，還沒有參加「跨太平洋夥伴協定」（TPP）及「區域全面經濟夥伴協定」（RCEP）談判的只有俄羅斯、巴布亞紐幾內亞、台灣和香港，其他國家已至少擇一參加。

【大紀元2014年04月17日訊】(大紀元記者蘇明明多倫多編譯報導）加拿大統計局最近公布的數據顯示，加拿大人喝葡萄酒的在增加，而喝啤酒的人在減少。雖然啤酒銷量有所下降，但它仍然是加拿大最流行的酒精飲料。

據CBC消息，統計局稱，2013財年，加拿大啤酒和酒精飲品的銷售額為214億元，比上一個財年增長了2.2％。其中，啤酒銷售額為91億元，同比下降了0.1％。葡萄酒的銷售額為68億，同比增長了4.9％。烈性酒的銷售額為54億元，同比增長了2.7％。

如果按照量來計算，上個財年，國產啤酒總共售出20億升（下降1.7％），進口啤酒3億升（下降3.8％）。這意味著去年平均人消費啤酒78升，2003年為83.6升。而平均每人喝葡萄酒的量為17.4升，烈性酒7.6升。

2013財年，從價值上看，啤酒佔有43%的市場份額，而2003年只有2013年的一半。葡萄酒佔有32%的市場份額，2003年為24%。

2013財年，酒精飲品銷售，加上賣酒執照收入等，省和地區當局淨賺63億。◇
