三月學潮退去，民進黨有邊緣化危機，執政的國民黨靜悄悄，至今未聞反省聲浪，然而，沉默的多數人士認為，「政強黨強」，國民黨要黨改，當務之急，應先做好「政強」。

馬英九接下黨主席，宣示「以黨輔政」時代來臨。黨不只是選舉機器，更是溝通民意與協調政策的平台。但是，站在民意第一線的立法委員與縣市長，在馬執政六年期間，基層輿情無法上達，國民黨內最具戰鬥力的兩支部隊，與中央的行政團隊漸行漸遠，立委不服從、諸侯砲打中央的事件愈來愈多。

服貿協議是造成學潮的導火線，立委及執政縣市長早就提醒行政團隊，要加強跟受到衝擊、影響的民眾及行業溝通，至少讓立委了解協議的部分內容，他們在地方可以幫忙溝通。

但行政團隊對立委及縣市長的提醒置若罔聞，事前溝通不足，事後強迫黨團限期通過，激怒民怨，被冠上「黑箱」的服貿協議，與世代正義、貧富差距的反政府浪潮結合，數十萬人到凱道總統府門前，質疑馬總統執政的正當性。

「政弱」，黨就弱。藍營認為，馬用劉兆玄、吳敦義、陳冲、江宜樺四閣揆，滿意度各有高低，但兩次數十萬人上街頭：白衫軍與黑衫軍，都在江揆任內。孰令致之？就是政弱。

馬江體制上路，陸續端出重大的改革大菜，內容涵蓋經濟、社福、政治、能源、產業、兩岸，但這些對民眾如天邊的彩虹，無感、無力。加上年輕人對兩黨政治疏離、前途惶恐、貧富差距加深，造成中產階級迅速崩壞，這兩年，政府進退維谷。

「黨政密合、以黨輔政」，這是馬總統承諾執政縣市長，可以透過黨政平台將意見反映給行政團隊，有效解決問題。三月學潮退去，馬總統這八字訣若能徹底落實，國民黨在二○一六還有救。

香港恆生指數昨天創下近一個月最大跌幅，以能源類股跌勢最重，恆生指數下跌1.6%至22671.26點，國企股收低2.10%至10028.74點。

大陸人行表示，去年第1季的M2呈現高速成長的現象，預期今年廣義貨幣供給會呈現先低後高走勢；第2季後將會加速回升，全年仍可維持13%以上的成長幅度。

市場關注今天公布的第1季經濟成長率，彭博預估可能來到7.3%，低於官方所訂的7.5%目標值，若能有優於預期的表現，可望帶動大中華股市出現反彈走勢，但若較預期來得差，也不需悲觀，大陸政府預期將持續祭出經濟振興方案，成長動能應不致於產生太大問題。

隨著美國科技類股挫跌，大陸網路科技股也出現不小跌幅；電子商務的利潤率單季有上升跡象，加上移動終端的普及帶動網際網路相關類股商機，多家網路公司今年將有上市的計劃，預期會形成一股併購的風潮，投資契機再現。

滬港通帶來的利多效應已有逐漸鈍化現象，不過啟動後對大中華股市將有較長期的影響，包括資金的流通、兩地特有稀缺標的相互投資，甚至是更重大的資本市場改革加速。
