【大紀元2014年04月16日訊】（大紀元記者黃凱熙編譯報導）美國宇航局（NASA）在14日公佈一張前無古人、也恐將是後無來者的天文奇觀。環繞土星的「卡西尼號」（Cassini）太空船拍到了在充滿宇宙塵埃和冰水的土星環上，孕育誕生了一顆新衛星。

這張圖片是「卡西尼號」的「成像科學子系統」（imaging science subsystem）上的窄角相機，於2013年4月15日所拍攝到的畫面。事實上，這顆主要是冰水體所組成的小衛星，距離土星環大約有750英里。

土星的衛星誕生圖，是「卡西尼號」在距離土星77萬5千英里、約53度視角的地方所拍到的，圖片的解析度大約是每像素4英里。

天文學家們目前暫時給這顆初生的寒冰小衛星一個非正式的名字「佩吉」（Peggy），它現在的直徑約有半英里大。天文學家推測小「佩吉」是受到土星環狀微粒物質的引力作用，而逐漸產生的一顆明亮的冰水球體，目前它已經處在開始脫離土星環的階段。

這張圖片的珍貴之處，在於要捕抓到一顆新衛星誕生的機會近乎零，甚至以土星為例，這恐怕也是前無古人、後無來者的奇景，以後將難再遇。

天文學家針對這個現象，提出了幾個新理論表示，這可能就是土星有許多冰體衛星的誕生情形。天文學家推論，太陽系的第六大行星土星，原先的特殊外環物質可能更龐大，所以它才會有像「佩吉」一樣的許多衛星環繞著。

土星環在產生62顆衛星後，已使這片由宇宙塵埃和冰水組成的環狀體，顯得貧脊而匱乏了。因此這也可能是人類最後一次看到土星環的微粒物質，形成了一顆天然衛星，並脫離母星在它的軌道上航行的奇觀。

「卡西尼－惠更斯任務」（The Cassini-Huygens mission）是美國宇航局、歐洲航天局和義大利航天局共同合作的航天計畫，「卡西尼號」則是這項任務的專案之一。

美國宇航局的噴氣推進實驗室（Jet Propulsion Laboratory，JPL），隸屬於加州技術研究所的一個部門。JPL則是負責管理宇航局的科學任務理事會，「卡西尼號」的軌道器及它所配備的兩架攝影機，皆是由JPL設計、研發及組裝而成。而「卡西尼號」的影像處理中心，則是位於科羅拉多州博爾德（Boulder）的太空科學研究所。

「消費者保護法」今年施行滿20年，消基會表示，我國法院就「人命價值」的判賠金額偏低，呼籲法院針對涉及人命的判賠多加考量，更主張政府重新檢討和考慮修改消保法，提高「懲罰性賠償金」上限，重罰犯錯的業者，以收警惕之效。

消費者報導雜誌發行人陳智義表示，2003年一名2歲的美國男童因食用台灣的蒟蒻果凍噎死，美國法院判決業者應賠償17億元，創下台灣公司賠償產品訴訟罕見的天價數字，對照美國對企業經營者課以鉅額的賠償責任，台灣業者的責任輕，難達嚇阻效果，消費者權益也難有保障。

避免司法判決的模糊空間，消基會籲政府應考慮修法，消保法第51條有關「懲罰性賠償金」的主旨，將所謂的過失限定為「重大過失」，消基會認為，這一規定對業者的安全注意義務產生負面影響，也造成社會價值觀的扭曲，當中的裁判基準值得深入探討。
