行政院長江宜樺正以總統特使身分，率團往訪中美洲友邦薩爾瓦多。我國與中美洲邦交國薩爾瓦多關係可遠溯至清末移民潮，1933年正式建交1961年設館。長期以來由於薩國親美與堅強反共立場，一直是中美洲邦交國中掛保證的鐵桿子盟邦。歷任大使包括蔣介石親信二級上將羅友倫將軍與現任國民黨榮譽主席連戰，級別之高在中美洲邦交國較為罕見。

去年10月現任總統富內斯(Mauricio Funes)為左翼執政黨的連莊選票需求，不惜拋出前總統佛羅雷斯(Francisco Flores)收受扁政府賄賂及挪用地震援助款資料；左翼如願贏得大選繼續執政，台薩緊密的邦誼隨之走入歷史。

內戰與選舉 意識型態在轉變

上世紀八十年代起，「法拉本多‧馬蒂國家解放陣線(FMLN)」游擊隊藉尼加拉瓜游擊隊革命成功的氣勢，展開另一場反美戰爭，一度幾乎推翻長期執政的極右「國家共和聯盟ARENA」政權；由於我國與薩國軍方與情治合作關係密切，大使館被游擊隊列入攻擊目標，大使館與官邸長期派有憲兵班駐守，在中美洲外館中絕無僅有。

長達12年內戰造成七萬人喪生後，雙方在1992年簽署和平協定，馬列主義游擊隊轉化為合法政黨，並在2009年大選以選票執政；這個中美洲幅員最小但人口密度最高的國家由右轉左，雖因北京拒絕接受而仍與台灣維持邦交，意識型態的差異也使維持邦交出現一定程度的困難。

戰亂導致人口大量外移，戰後廿餘年間青年除北上尋覓「美國夢」外幾乎別無選擇。消費型經濟與使用美元的高工資，加上治安長期未見好轉，土地貧瘠的薩爾瓦多繼續在偏高的失業率中掙扎。

台僑不足兩百人 台商規模小

民進黨執政時，副總統呂秀蓮推動在首都聖薩爾瓦多孔瑪拉帕(Comalapa)國際機場鄰近設立綜合倉儲加工區，卻因勞工法限制及高工資而乏人問津，創造就業的意願功虧一簣；目前旅薩台僑不足兩百人，投資台商規模較小且為數不多，對薩國影響力遠不如已經歷三、四代並融入主流的傳統僑社。

現任總統富內斯就任以來，經濟在幫派犯罪外資卻步下毫無起色。近年來美國定期大量遣返中美洲非法移民，2011年有18,000名薩爾瓦多非法移民被送返，2007到2012年間共遣返11萬5,370人，部分返鄉整補後再度偷渡返美；由於被遣返者中夾雜大量八﹑九十年代在美國加州成立的有組織犯罪團體成員，返鄉後工作無著只有重操舊業以勒索綁架與販毒維生，激烈的幫派地盤爭奪戰遠較內戰更為血腥。

聯合國統計薩爾瓦多每十萬人仍有41.2人死於兇殺，雖僅為「中美洲北三角」中全球最血腥的宏都拉斯90.4人的一半，但仍為全球平均數值的五倍。五月23到25日富內斯下台前最後一個週末，幫派組織大開殺戒為他送行，三天內有84名無辜民眾喪生，讓戰亂中的伊拉克和阿富汗瞠乎其後。

與桑切斯交手 江宜樺探索之旅

「法拉本多‧馬蒂國家解放陣線」游擊隊司令出身的下屆總統桑切斯(Salvador Sanchez Ceren)與記者出身的富內斯背景完全不同，也毫不掩飾施政路線以及與拉丁美洲左翼國家領導人的友誼；3月當選後旋即趕往委內瑞拉，向拉丁美洲解放英雄西蒙‧玻利瓦陵寢獻花，同時也向查維茲致敬。

桑切斯宣布6月1日就職次日將加入委內瑞拉的「加勒比石油方案PetroCaribe」，使拉美和加勒比海左翼陣營加添新成員；台灣未來與左傾的薩爾瓦多如何互動？或許江揆特使此行會有第一手的感受。
