伊拉克叛軍 殘暴處決1700人

伊拉克遜尼派武裝叛亂組織「伊拉克與大敘利亞伊斯蘭國」(ISIL)，14日在社群媒體「推特」帳號張貼令人毛骨悚然的照片，據以佐證其大規模處決了1700名政府軍。若此事屬實，將是近年來各地武裝衝突中最駭人聽聞的集體屠殺暴行。

伊拉克官方 認屬實

伊拉克軍方發言人穆沙維中將表示，他相信ISIL發布的照片是真實的，他也證實，確實有一些被ISIL俘虜的政府軍遭殺害。另有親政府的遜尼派團體領袖薩馬瑞證實，伊國北部薩拉丁省官員知悉省境上周曾有大規模處決，但他不清楚確切人數。

據稱，這類未經完整、公平審判程序而立即處決的案例，主要發生在薩拉丁省首府提克里特等地。該省的伊拉克陸軍第4師上周被來襲的ISIL打得潰不成軍，據信約有4000政府軍遭俘虜。

ISIL宣稱的集體處決人數，遠超過去年敘利亞首都大馬士革近郊化學武器攻擊造成的1400喪生人數。而且他們指稱，殺害的都是伊斯蘭什葉派信徒，令國際社會憂懼，怕會挑起伊斯蘭什葉派的報復性殺戮，導致2005年到07年間、伊拉克戰爭時期遜尼派與什葉派相互屠戮的慘劇重演。

另一方面，伊國政府軍獲得什葉派與少數族裔庫德族民兵的奧援，終於扭轉先前一周來兵敗如山倒的頹勢，陸續收復北方被ISIL奪占的阿穆塔席姆城與另一個小城伊沙奇，並重新控制伊沙奇南聯巴格達、北通摩蘇爾的一條幹道。

美航母 部署波斯灣

伊國總理馬里奇的安全事務發言人15日指出，過去24小時內，伊國安全部隊擋下ISIL的大規模攻勢，殲滅了279名「恐怖分子」。在抵擋住ISIL進逼首都巴格達的凌厲攻勢後，馬里奇還下令軍隊在巴格達北邊的戰略要地薩馬拉集結，準備大舉反攻，奪回提克里特。

美國也已將「喬治布希號」航空母艦打擊群部署到波斯灣地區。國務卿凱瑞告訴伊國外長，美方致力於支持伊拉克，但唯有伊國各方領袖化解歧見，美國才能有效協助伊國、抵擋聖戰組織。

ISIL先前勢如破竹，在伊北迅速攻城掠地，接連奪下了伊國第二大城摩蘇爾，以及前獨裁者哈珊故鄉提克里特等等多個重要城市。

此外，伊國東部迪雅拉省卡爾斯城一處召募自願軍的中心，15日遭遇迫擊砲攻擊，至少有6人喪命。而巴格達市中心烈士廣場，於同日發生自殺式炸彈攻擊，造成至少9人喪生、20人受傷的慘況。

（中央社記者鄭傑憶羅馬特稿）義大利在世界盃首輪對上英格蘭，兩隊勢均力敵，幸有巴洛特利的強力頭錘攻進關鍵1球，幫「藍衫軍」獲勝。有「超級馬力歐」之稱的他在年幼時被父母遺棄，如今成了球場上的英雄。

義大利國家隊的籤運向來不好，這次世界盃也被分在「死亡之組」，14日首次出場就對上勁敵英格蘭，上半場雙方以1比1扯平，有「超級馬力歐」之稱的義大利前鋒巴洛特利（Mario Balotelli）下半場攻進1球，奠定勝利基礎。

現年23歲的超級馬力歐進球後，馬上向看台上美麗的未婚妻納圭夏（Fanny Neguesha）獻上飛吻。就在世足賽開幕的前夕傳出，兩人即將步入禮堂。

巴洛特利是天才型的球員，球風強悍、腳法凌厲，年紀輕輕就被球探發掘加入一流足球俱樂部，然而他特立獨行，甚至行為乖張，經常惹得隊友和教練不滿。

在國際米蘭和曼徹斯特球隊與他共事的義大利籍教練曼西尼（Roberto Mancini）說：「我還跟他交流，只因為不希望他浪費天賦，因為他擁有一切成功的潛力，可以成為歐洲最頂尖球員。」

有些人把巴洛特利的特異人格歸咎於童年陰影。

他在義大利西西里島的巴勒摩（Palermo）出生，父母都是非洲迦納（Ghana）人。出生不久後因嚴重腸道感染而生命垂危，且被父母遺棄，在社福部門的協助下才撿回一條小命，3歲被北義的一戶人家收養，直到18歲才拿到義大利籍。

巴洛特利成名後表示，不願意見到親生父母，他也承認，養母西維亞（Silvia）才是他的一切，在她的關愛下才有今天的成就。

2012年義大利飽受歐債危機之苦，當時的總理蒙蒂（Mario Monti）在6月底的高峰會上，力勸德國總理梅克爾改變撙節措施有成。巴洛特利則在歐洲冠軍盃的準決賽中連進兩球，打敗德國坦克車。

兩名「超級馬力歐」分別在政壇和球場上技壓日耳曼，讓義大利一時舉國歡騰、士氣高昂。

與其他球員進球時全場奔跑或跪地大喊的慶祝方式相較，「超級馬力歐」進球時顯得冷淡。他在2012年突破德國防守進球後，脫下球衫，展現一身完美肌肉，隊友歡天喜地，但他的神情則是不可一世的冷峻。

航空城審查草率 民團促公開資訊

涉及4800公頃土地徵收，航空城審查遭批草率。民團16日召開記者會，痛批桃園航空城的都市計劃審查小組並沒有按照法定的會議程序，未將資料公開，且會議紀錄混亂不全，學者專家的出席率都很低，居民甚至無法進去發言，完全違背審議民主、民眾參與等原則。民團要求召開全區聽證，並比照環保署將所有資料公開上網，對此營建署無法給予承諾。

航空城反迫遷聯盟與台灣人權促進會、桃園教育產業工會指出，內政部為了搶在本月底通過大會，從2013年9月狂飆了46次都市計畫審議委員會專案小組會議，但至今只公開21次紀錄，且有14次都混在一起。台灣人權促進會執秘王寶萱指出，專案小組的14個專家委員平均每場出席率僅3人，甚至曾經有完全無專家在場，會議仍照常進行的情況。

立委尤美女認為，內政部2013年曾為了解凍預算，前部長李鴻源親口承諾都委會和區委會都會比照環保署做法，公開資訊並讓民眾參與；交通委員會在2013年12月也曾承諾遵照審議民主和民眾參與原則。然而當地居民指出，過去曾發生居民被擋在營建署大門外，翻牆進去後也只能推派代表進入發言，時間一到就被強行拖出，但同意徵收的人就可以留在委員會旁聽。

「很多開發案明明不適當、不合理、沒有必要，很明顯是因為別有所圖所以非過不可，甚至由行政院下令快速通過。」北大教授廖本全說，擔任都市計畫的委員一直都是 施鴻志、周志龍2人，且會議資訊多不公開，沒有把程序法制化，引起民眾不滿。「航空城案至今已經開了46次專案小組，1到21次都是火速會議，一週排2、3次會議，紀錄根本來不及做，專家學者也沒時間參加。」

王寶萱指出，政府都說專案小組只是蒐集意見，但所有居民的意見全部不被採納、被駁回，然後再說民眾沒有意見，因此不需要進行聽證程序。「土地徵收須符合公益性與必要性，但航空城計畫扣除第三跑道、機場園區等但黃區，面積大上許多的蛋白區幾乎都歸劃為住商用途，總徵收面積高達4800多公頃，怎能如此草率？」此案經手人包括在八德合宜住宅案中捲入葉世文、蔡仁惠，廖本全歎說，像桃園航空城這種「超級大」的開發案一定藏有「超級大」的問題。

民團要求要將所有資訊比照環保署公開上網、並且儘速召開行政聽證程序，將居民意見都納入決議。內政部營建署都計組科長陳富義則回應，6月底並不是要強制通過，而是要再召開大會。民團的建議將會回報上級，未來也會將開會通知、會議記錄等資料上網公開，但這需要時間。民航局也表示將在10月底以前舉辦特別農業區的預備聽證與聽證會。
