《傳產》林正雄爭房仲二類謄本調閱權

【時報-台北電】新上任的房仲全聯會理事長也是富旺國際董事長林正雄昨（23）日指出，仲介業評鑑、服務品質調查、重新檢討二類謄本調閱權、不動產說明書調查項目訂定日出條款、以及房仲服務費與幹旋金回歸市場機制，將是未來全聯會積極推動的5大關鍵工作，並計畫籌組全國不動產聯盟，以發揮政策影響力。

林正雄新任房仲全聯會理事長後，昨日首度與媒體聚會，他指出，9月15日生效「取消二類謄本調閱權利」，預料將造成非常大的買賣糾紛，因此，今（24）日將在立法院舉辦公聽會，最低底線應提供經國家考試合格的經紀人、地政士、律師、估價師等專業人士，仍然保有二類謄本調閱的權利。

他說，為提升房仲業服務品質，今年公會將力推不動產仲介經紀業評鑑，預計在第3季舉辦3場大型說明會，而目前全台約有6,500家合法房仲業者，目標以每年輔導5％～10％門市業者通過評鑑為目標。

林正雄表示，不動產經紀業營保基金自2004年成立以來，可歸責於房仲業經消費者求償成立的案件共43件，平均1年約4件，以合法業者1年仲介經紀約22萬件交易來說，糾紛發生率約是5.5萬分之一，希望能朝「零糾紛」的目標邁進，因而提出評鑑制度，希望充分落實業者自律管理精神。

另外，他指出，為從整體不動產業的觀點發聲，將積極拜訪不動產相關公協會，希望能分別從縱向、橫向整合，籌組一個「全國不動產跨產業聯盟」，以發揮政策影響力；其中，最重要最是推動稅制簡單化、合理化。

至於不動產說明書應記與不得記載事項中，增列嫌惡設施一事更嚴重影響房仲經紀業務的執行，林正雄表示，業者沒有調查權、政府能否提供相關資訊、嫌惡設施如何定義，在配套措施未定之前不應貿然實施，建議應對此規定訂定日出條款。

此外，現行房仲服務費規定上限為6％，斡旋金規定最高僅能收取1％，建議應該回歸市場機制，由委託人與業者雙方合意定之。(新聞來源：工商時報─記者方明／台北報導)

新北市新店區中興路二段的一處公寓，54歲林姓女子在住內燒炭自殺，家人在晚間10時許返家時發現仍回天乏術，由於警方在現場並未發現遺書，目前已將家屬帶回派出所了解。
 
家人向警方透露，早上都還好好的，並無異狀，昨深夜10時許返家，發現林女倒臥床上叫不醒，在一旁發現炭盆，才驚覺林女燒炭自殺。由於林女被發現時身體已經冰冷，現場經鑑識人員確認後，初步排除他殺的可能性，將再釐清林婦自殺動機。(黃仲瑜／新北報導)
