中華民國駐美代表沈呂巡，今天在「今日美國報」發表專文指出，台灣參與TPP，強大的經濟實力應超越政治考量，TPP少了台灣，難以整合區域，有損美國利益。

沈呂巡在今日美國報（USA Today）發表「台灣屬於自由貿易協定」專篇文章指出，美國承諾建立高標準、全面及重要的跨太平洋夥伴協定（TPP），廣受亞洲國家歡迎。台灣，正式名稱為中華民國，是美國長期安全與經濟的夥伴，已表示加入此項區域架構的興趣。

然而，特殊的國際地位使得台灣出席國際活動困難度提高，台灣被聯合國相關機構拒於門外即可印證；但無論如何，台灣參與TPP一事，強大的經濟實力應超越政治考量。

沈呂巡分析，對美國推動成立涵蓋太平洋盆地50多國與地區的體系而言，TPP缺乏台灣是無法想像的；台灣可能是這些國家當中，排名美國的第6大貿易夥伴，TPP少了台灣，難以全面整合區域，這有損美國利益，並缺乏效能。

2013年台美經貿雙邊貿易額為636億美元，根據美國商務部2014年第1季的資料，美國對台出口商品與台灣對美投資，共為美國創造30萬個工作機會；台灣也是今年1至3月美國第11大貿易夥伴，超越印度、俄羅斯與澳洲；台灣參與TPP對美國來說，代表更多出口、市場管道與工作機會，也鼓勵台灣企業對美投資。

沈呂巡強調，TPP對台灣經濟前景極為重要，其成員的生產毛額占全球4成；台灣與TPP成員體的經貿往來，占對外貿易額的1/3，台灣如被排除在外，不利於國際競爭，面對邊緣化危機，對台灣和TPP都不是好事。

有研究顯示，台灣如加入TPP，將為12個成員體額外帶來780億美元的經貿機會，此外，台灣的地理位置、文化與對中國大陸的特殊瞭解，更是進入大中華市場的最佳跳板與門戶

沈呂巡最後表示，台灣已準備與美方積極合作，對高水準的TPP做出貢獻，台方首先希望完成台美雙邊投資協定，進一步讓雙方經貿往來有規則依循，拉近美台夥伴關係，並朝TPP邁進。(中央社)
