「凍獨」爭議引發藍綠互嗆。當初參與草擬「台獨黨綱」的前立委林濁水昨晚表示，台灣已經是主權獨立的國家，不必再宣布獨立；「台獨黨綱」引起爭議，「主要是被陳水扁改壞的！」

林濁水說，台灣確實不必「第二次宣布獨立」，「台獨黨綱」的原始文字，也已敘明「台灣主權獨立、不屬於中華人民共和國」，只是後來在全代會討論時，因為陳水扁要求修改文字，硬是加入「建立主權獨立自主的台灣共和國」，才會引起後續爭議。

林濁水說，一九九一年討論「台獨黨綱」時，草案原本有四點主張，其中，第四點是「基於國民主權原理，應由公民投票決定制憲與否」，但在陳水扁堅持下，第四點併入第三點，卻變成「基於國民主權原理，建立主權獨立自主的台灣共和國及制定新憲法的主張，應交由台灣全體住民以公民投票方式選擇決定」。

他表示，「台獨黨綱」的前言原已提到「台灣主權獨立」，至於是否建國、制定新憲，則由台灣全體住民以公民投票決定，這樣的邏輯很清楚，台灣也不必再宣布獨立。

林濁水表示，但最後通過陳水扁建議修改的文字，「建立台灣共和國」反而變成目標，似乎台灣還須「追求獨立」，內文自相矛盾，也衍生後續的問題。
